Trees can be worked on and pruned any time of year but if the tree is in ill health or decline the times of bud break (just as the leaf is starting to show) and leaf fall (annual shedding of leaves) should be avoided.

All branches can be removed to the boundary line. If the tree has a Tree preservation order (TPO) or is in a conservation area permission must be granted from your local authority before work commences. When removed the wood and branches have to be offered back to the owner and they may hold value, but not thrown over the fence without permission as this deemed to be littering and trespassing.

If a tree has a TPO you must seek permission from your local authority before any work is carried out, this can take up to 6 weeks. This is also the case If you are within a conservation area, unless the tree is less than 6 inches in diameter.

Permission is still needed under the 5 day notice for dying and dangerous trees. This allows the council up to 5 days to view the tree and come to a conclusion to the actions required. But in an extreme case, if the tree presents an urgent and serious safety risk measures can be taken. In this case photographic evidence may be needed.
