There are a number of factors we need to consider before providing a cost for the work, many of which are hard to determine from photos or lay descriptions from our customers. Yes, we can provide an assessment for appropriate work specific to your tree in accordance with British Standard for tree work 3998. Once you have approved any proposed works and cost, an application for consent to carry out tree work will be made on your behalf (with your consent) to the appropriate local authority. The final decision whether to grant consent or object the proposal rests on a number of factors including local amenity value of the tree in question, overall health, effect on adjacent buildings and its impact on the local population of humans, flora and fauna. The final decisons is made by local authority Tree officer.

The answer to this depends on the genus of plant. Many common plants grown in the UK are fully hardy and my experience has shown me that time of year usually doesn't factor with regard to the potential for killing one. On the other hand, there are local climatic and environmental considerations specific to every garden.
